چکیده

The choice of mechanism for allocating tradable emissions permits has important efficiency and distributional effects when tax and trade distortions are considered. We present different rules for allocating carbon allowances within sectors (lump-sum grandfathering, outputbased allocation [OBA], and auctioning) and among sectors (historical emissions and value-added shares). Using a partial equilibrium model, we explore how OBA mitigates price increases, limits incentives for conservation in favor of lowering energy intensity, and changes relative output prices among sectors. We then use a computable general equilibrium model from the Global Trade Analysis Project, modified to incorporate a labor/leisure choice, to compare overall mechanism performance. The output subsidies implicit in OBA mitigate tax interactions, which can lead to higher welfare than grandfathering. OBA with sectoral distributions based on value added generates effective subsidies similar to a broad-based tax reduction, performing nearly like auctioning with revenue recycling, which generates the highest welfare. OBA based on historical emissions supports the output of more polluting industries, which more effectively counteracts carbon leakage but is more costly in welfare terms. Industry production and trade impacts among sectors that are less energy intensive are also quite sensitive to allocation rules.

The Double Dividend Hypothesis for Iran Economy: Modeling Carbon Taxes with a CGE Model

The Double dividend hypothesis briefly demonstrates that by replacing different kinds of distortionary taxes with environmental ones, not only the lesser pollutants would be emitted (the first merit), but the more productivity and public welfare would be gained (the second one). Given the urgent need of reducing emissions in Iran, levying taxes on carbon, aimed at reducing carbon dioxide by 12 ...

The effects of trade sanctions on Iran;s economic Using the Computable General Equilibrium: Focusing on Production and prices

The main objective of this study is to assess the economic impacts of sanctions against Iran. This analysis was performed using the computable general equilibrium (CGE) model with a focus on exports, imports, production, and price levels. After calibrating the CGE model and measuring the values of exogenous parameters and variables, the study assessed the economic impacts of sanctions on Iran’s...

Investigating the Economic Effects of Taxes on Pollutants in Iran Using a Computable General Equilibrium Model

This study investigates the economic effects of taxes on pollutants in Iran in 2011. For this purpose, computable general equilibrium model with 2011 social accounting matrix is applied. Six scenarios taxes on pollutants have defined and estimatethe effects on economic variables and production quantity of activities. The results show that the taxes on pollutants is conducive to environmental im...

Investigating the Effect of Trade Shocks on employment in tradable and non-tradable sectors in Iran: A Dynamic Stochastic General Equilibrium Model (DSGE)

The aim of this paper is the analysis of trade shocks on tradable and non-tradable employment. To do so, a dynamic stochastic general equilibrium model is designed for Iran economy and the sectors of model are tradable, non-tradable and import. The variables related to foreign trade sector are nominal and real exchange rate, the law of one price gap and terms of trade. The structural parameters...
